Welcome to the Child Law Resources 2019

The Child Law Resources (CLR) provides access to comprehensive information on the international, regional and national legal and policy framework pertaining to children in Africa. The documents that are available in the CLR are listed below in the different sections. All documents are downloadable.

Child Related Laws and Policies of African States.
This section provides copies of  child related laws and policies by country. These include national Constitutions; consolidated children's statutes; statutes and/or policies on the family or marriage, education, health, criminal justice, labour/employment, civil registration, alternative care, trafficking, development, and other sets of laws and policies that contain provisions on the rights and wellbeing of children. To get these, users can navigate through the country list and click on any country page.
International and Regional Instruments on Children
This section provides copies of international and regional instruments relevant to children The instruments are categorised into three, as adopted by the African Union (AU), the United Nations (UN) - including the International Labour Organisation (ILO), and the Hague Conference on Private International Law (HCCH).
Status of Ratification of Child Related Instruments
This section provides tables summarising the status of ratification of child related instruments by African States. The instruments include, the African Charter on the Rights and Welfare of the Child (ACRWC); the Convention on the Rights of the Child (CRC); ILO Conventions on minimum age of employment and on the worst forms of child labour, and Hague Conventions on Children. The tables indicate the date when a particular instrument was ratified, acceded to, or signed.
Reporting Status to Child Rights Treaty Bodies

This section provides tables on the status of submission of reports to child rights treaty bodies, namely, the African Committee of Experts on the Rights and Welfare of the Child and the UN Committee on the Rights of the Child. In addition, the CLR provides a table on membership to child rights treaty bodies by African countries, listing names of individuals who have served on the treaty bodies, their countries of origin, the period of their service and the position held.

General Comments
This section provides copies of all General Comments developed by child rights treaty bodies. General Comments are documents which provide interpretation of the provisions of the instrument in question, on thematic issues and they suggest approaches to implementing those provisions.
Reporting Guidelines
This section provides copies of Guidelines for the submission of State Party reports and complementary reports under the African Charter on the Rights and Welfare of the Child and the Convention on the Rights of the Child.
Documents on Specific Issues Concerning Children
This section provides copies of documents adopted by the UN, the AU as well as other bodies and forums on children on thematic issues such as child justice, alternative care, including documents related to the Africa Fit for Children agenda.
Harmonisation of Children's Laws in Africa

This section provides documents on harmonisation of laws and policies on specific issues concerning children in  Africa. The documents are in the form of thematic summaries for all countries, specific country briefs, and reports on harmonisation of children's laws, which show the extent to which national laws and policies are aligned with international and regional standards on children.
